What is being referred to by this term is the ability of a buddha to function throughout the universe in any way without impediment. For example, a buddha has all kinds of "supernatural powers" (神通), such as knowing the past and future, reading minds, etc. But in Buddhism, the reason such "powers" are possible is not because of the development of great personal power on the part of a buddha, but because of his/her realization of the world to be completely interpenetrated (通).
